No Risk Card Gambling Law

Last year, Minnesota law was changed to allow “no risk” card gambling. Since then, the state’s lawmakers have been inundated with complaints about card gambling operators who have, either knowingly or unknowingly, violated certain aspects of the new law.

The new card gambling law make it legal to host card gambling games like Texas Hold’em, provided that the games are for fun only. The “house,” be it a restaurant, bar, or a private person, is not allowed to charge a fee for playing, and may not give out prizes worth more than $200 per person per night.

Since the law’s debut in July 2005, officials from the Alcohol and Gambling Enforcement unit of the Department of Public Safety have written around 15 letters to organizers of card gambling games, clarifying the rules and warning organizers of potential fines, criminal charges, and the loss of an establishment’s liquor license.

The regulators will not prosecute those who are first- time offenders, since the law is so new. So far, each of the card gambling operators who have received letters has since brought his or her games into compliance with the law.
